Faster environmental reviews for military
If enacted, this bill would let the Secretary of Defense or a military secretary make agreements with NMFS or Fish and Wildlife to run faster environmental reviews. The agreements would cover reviews under the Marine Mammal Protection Act, the Endangered Species Act, or the Magnuson-Stevens Act. The Defense Department would be allowed to pay those agencies only to hire people to do the review, consultations, planning, or programmatic agreements. The Secretary must find faster review is needed for national defense and the agency director must say they lack funds or staff to finish on time.
