Limits pay and roles for long-serving members

If enacted, this bill would bar a Member of Congress (including a Delegate or the Resident Commissioner) who has served 12 or more cumulative years in that Member’s House from receiving certain pay and holding some leadership roles. On and after the date a Member reaches 12 years in their House, the Member would not be eligible to serve as chair or ranking minority member of any standing or select committee. The Member would also not be eligible for specified House or Senate leadership jobs, including heads of House Leadership Offices and Senate leaders such as the President pro Tempore, Majority and Minority Leaders, and Whips. The bill would stop the Member from receiving any payment otherwise required for a pay period under current law (2 U.S.C. 4501). This rule would apply starting with the One Hundred Twenty-First Congress and each succeeding Congress, and the bill says each House could still change its rules in the usual way.
