Limits on federal election involvement
This bill would prohibit an employee of an Executive agency from taking part in running an election for Federal office, or from directing another employee to do so. It would allow participation only if the employee is explicitly authorized by federal law or if the employee is not acting in their capacity as an Executive agency employee. The bill would list laws that authorize participation: the Help America Vote Act, the National Voter Registration Act, the Uniformed and Overseas Citizens Absentee Voting Act, and 10 U.S.C. 1566. It would not stop federal employees from helping with cybersecurity for voting systems. The United States Postal Service would be excluded from this restriction. A State chief law enforcement officer would be able to sue in federal district court for an injunction to stop violations. The rule would take effect upon enactment.
