New bus idling and enforcement limits

If enacted, the bill would stop states from enforcing or including in state air plans any engine idling restriction that applies to an over-the-road bus or a school bus for periods under 15 minutes. It would define “over-the-road bus” using the Americans with Disabilities Act meaning. The bill would bar private civil lawsuits against owners or operators for those idling-rule violations. It would also ban state or local bounty programs that pay private people for reporting idling violations and require any such program in effect at enactment to end within 180 days.
