U.S. Abraham Accords defense initiative
This bill would require the Secretary of Defense to create the United States‑Abraham Accords Defense Cooperation Initiative. An Abraham Accords country would include signers of the Washington declaration (Sept. 15, 2020). It would also include regional, Arab, or Muslim‑majority countries that have sought to normalize relations with Israel since 2020. The Initiative would aim to deter aggression by Iran and its proxies and coordinate with the Comprehensive Security Integration and Prosperity Agreement. It would support planning and long‑term projects. Examples include counter‑drone systems, ground‑based air defenses, theater ballistic and cruise missile capabilities, intelligence, surveillance, reconnaissance and tactical command‑and‑control, special operations development, and joint air or naval exercises. The Secretary would carry out the Initiative under Title 10 authorities. Not later than 60 days after enactment, the Secretary would submit a strategy to the House and Senate Armed Services Committees. The Secretary would also include the amount of funding needed to carry out the Initiative. The bill would state a Sense of Congress that the Secretary should seek matching funds from participating countries; that statement would be non‑binding.
