Show full summary
- State public utility and energy regulatory commissions will each send one representative to a regional joint board chaired by a FERC member. They will study best practices for forecasting methods, data collection, transparency, and stakeholder engagement.
- Electric utilities and grid planners will get regionally developed best practices and FERC recommendations aimed at improving forecast accuracy, modeling, and data sharing to inform planning and reliability.
- Boards must evaluate requests for large industrial or commercial electric service, including whether such facilities have made financial commitments to a utility, which may influence how those requests are reviewed.

Bill Overview
Analyzed Economic Effects
2 provisions identified: 1 benefits, 0 costs, 1 mixed.
States face deadlines on power forecasting
The bill would require States to consider a new utility load‑forecasting standard based on FERC’s best‑practice report. For State‑regulated utilities, regulators would start or set a hearing within 1 year and finish with a decision within 2 years. These deadlines would not apply if the State already implemented, considered, or held a legislative vote on a similar standard in the prior 3 years. The consideration requirement would not apply to nonregulated electric utilities. State energy plans would also add programs to improve forecast accuracy, oversight, and transparency when the bill takes effect.
Regional boards to improve power forecasts
If enacted, FERC would set up regional joint boards within 90 days. Every State would be placed in a region. Each board would include one State utility regulator per State and a FERC member as chair. The boards would study how to make power‑use forecasts more accurate, transparent, and tied to reliability and costs, including large industrial loads. FERC would publish best practices within 1 year and the boards would end the day after that report goes to Congress.
