Summary

Removes Pakistan's status as a major non‑NATO ally. The bill also bars any redesignation unless the President certifies that Pakistan is taking specific, verifiable actions against the Haqqani Network.

  • Pakistan loses the benefits tied to that status, including access to excess U.S. defense supplies and participation in cooperative defense research and development programs.
  • The President may not redesignate Pakistan without certifying that Pakistan is conducting military operations that disrupt the Haqqani Network, is preventing Pakistani territory from becoming a safe haven, is coordinating with Afghanistan to restrict militant movement, and is arresting and prosecuting Haqqani leaders and operatives.
  • The measure creates focused leverage to press Pakistan to act against the Haqqani Network and to coordinate with Afghanistan on border security.

End Pakistan major non-NATO ally status

If enacted, this bill would end Pakistan’s “major non-NATO ally” status on the day it becomes law. The President could not restore it unless he certifies four things to Congress. Pakistan would need to disrupt Haqqani safe havens, block the group’s use of any territory, and coordinate with Afghanistan to restrict militant movement. Pakistan would also need to show progress arresting and prosecuting senior and mid-level Haqqani members. This mainly affects U.S. foreign relations and would not directly change most households’ taxes, benefits, or services.
