Sponsored By: Representative Owens, Burgess [R-UT-4]

Introduced

Summary

Creates a separate occupational code for strength and conditioning coaches in the Standard Occupational Classification. The bill says these coaches perform distinct duties and meet specific education and certification standards and asks the Office of Management and Budget to consider adding a detailed SOC occupation within Healthcare Practitioners and Technical Occupations.

Show full summary
  • Strength and conditioning coaches would be formally recognized in federal occupational data and identified as a distinct profession with requirements such as a bachelor's degree, a nationally accredited certification for college, professional, and U.S. government positions, and at least 300 hours of supervised internship.
  • Colleges, professional sports teams, the U.S. military, law enforcement, and first responders would have clearer federal classification to distinguish these coaches from athletic trainers and physical therapists.
  • Federal statisticians and researchers would get more precise data for counting and analyzing this workforce because the SOC is used for data collection and classification.
  • If the Director of the Office of Management and Budget decides not to establish a separate code after the first SOC revision, the Director must submit a report explaining that decision to the House Education and Workforce Committee and the Senate Committee on Homeland Security and Government Affairs within 30 days.
  • The Act specifies that no additional funds are authorized to carry out this bill.

New job code for strength coaches

This bill would ask the OMB Director to consider creating a separate Standard Occupational Classification (SOC) code for strength and conditioning coaches. The change would be considered as part of the first SOC revision after enactment and placed as a detailed occupation in the 'Healthcare Practitioners and Technical Occupations' group. If the Director decides not to add the code, the Director would have to send a report explaining the decision to the House Education and Workforce Committee and the Senate Homeland Security and Government Affairs Committee within 30 days of that SOC revision. The bill would also say no new funds are authorized to carry out the Act, so agencies would have to use existing resources unless Congress provides appropriations.
