BUFFER Act

Introduced
Summary
Broadens eligibility for the Conservation Reserve Program by treating land subject to Tribal, State, or local conservation rules as qualifying while excluding lands under administrative or court-ordered requirements. This bill would change which acres can enroll by elevating local and Tribal environmental requirements in the eligibility test and by removing a separate Secretary-level determination from part of the statute.

More Conservation Reserve access for farmers
If enacted, this bill would let you enroll otherwise-eligible land in the Conservation Reserve Program. This would apply even when a Tribal, State, or local law, ordinance, or regulation already requires a conservation or environmental practice. The land must still be otherwise eligible for CRP. You would not be able to enroll land if the conservation requirement was imposed by an administrative order or a court order. This change would take effect upon enactment.
