Recapture and reallocate unobligated tenant-based voucher funds. This bill would require HUD to take back tenant-based assistance dollars that public housing agencies did not obligate by fiscal-year end and give those dollars to PHAs that fully used their allocations.

HUD would reallocate unspent voucher funds
If enacted, this bill would require HUD to recapture, at the end of each fiscal years, any amounts given to a public housing agency (PHA) for tenant-based assistance that the PHA did not obligate during that year. Administrative fees and amounts under subsection (q) would not be recaptured. HUD would then give the recaptured money to PHAs that used all of their tenant-based assistance funds. If enacted, this could mean more vouchers or funding in some areas and less in others, and it would move existing voucher money between PHAs rather than create new funding.
