Veterans pilot for direct primary care

If enacted, this bill would create a five-year pilot starting one year after enactment. You would be able to get VA-funded primary care from non-VA doctors through a direct primary care agreement. The VA would deposit an annual amount into a veteran health savings account (HSA) for each participant. HSA money could pay fixed periodic physician fees for defined primary care, certain tests and wellness services, and prescription or non-prescription medicines. While you use that HSA-arranged care, you could not get the same VA primary care covered by the arrangement. The VA must set anti-fraud controls and report implementation quarterly for the first two years and yearly after that. The deposits would come from existing Veterans Health Administration funds and the authority to deposit would end five years after enactment.
