Limits intelligence funding at national labs

This bill would bar intelligence agencies from spending money for R&D or technical support at any National Laboratory if that lab lets covered assignees or covered visitors from countries of risk access its premises, information, or technology. Agency heads would be able to waive the ban only for projects inside the National Intelligence Program. To waive, the head must send the congressional intelligence committees a certification that the work is not at risk of collection by a foreign intelligence agency or by nontraditional intelligence collection, and must provide a justification. The rule would take effect upon enactment and uses defined terms in other statutes.
