Phase out UNRWA and replace services
This bill would require the Secretary of State to give Congress a strategy within 180 days to dismantle UNRWA operations across the Middle East. The plan would say how to phase out schools, health care, social services, and infrastructure, and name who would take over and who would pay. The Secretary would have to start carrying out the plan not later than one year after sending it to Congress. The plan would have to keep critical services running during the change and set standards for transparency and accountability, and include estimated costs and savings.
