Sponsored By: Representative Trahan, Lori [D-MA-3]
Introduced
Summary
Boosts federal emergency water funding and adds targeted grants and technical help for treatment plants. This bill would expand how emergency actions under the Safe Drinking Water Act are judged by adding economic feasibility for ratepayers as a decision factor, and it would create a new emergency technical assistance and grant authority under the Federal Water Pollution Control Act to help treatment works respond to public-health threats.

Emergency water grants and new limits
If enacted, the EPA Administrator would be able to give technical help and grants to States and public wastewater treatment plants during treatment-work emergencies. Grants would pay only for activities needed to prevent, limit, or mitigate dangers to public health. Grants would also be limited to activities the Administrator finds would not be taken or be economically feasible for ratepayers. The bill would authorize $50,000,000 per year for each of fiscal years 2027 through 2031, and it would also add "economically feasible for ratepayers" to the EPA test for emergency drinking-water actions, which would change which emergency responses the EPA takes or funds.
