South Dakota Water Feasibility Studies Act
Sponsored By: Representative Johnson, Dusty [R-SD-At Large]
In Committee
Summary
Feasibility studies for three Missouri River basin rural water supply projects would direct the Interior Department to test whether new municipal, rural, and industrial water systems should be built and how costs would be shared. Each study would follow Reclamation feasibility standards, require public reports to Congress, and include minimum non‑Federal construction shares and federal study funding caps.

- Families and local communities: Households and towns in targeted service areas across Iowa, Minnesota, Nebraska, and South Dakota would get formal analysis of potential new water supplies and routes. This creates a chance for expanded municipal and rural water access if a study recommends construction.
- Non‑Federal project entities: The named nonprofit regional water entities would partner on and help fund each study. A feasibility report must set a non‑Federal construction share of at least 25% and federal study funding would be limited to no more than 50% of study costs and no more than $10 million per study.
- Governments, Tribes, and oversight: The Secretary would consult federal, state, tribal, regional, and local authorities and publish each feasibility report and associated study documents. The authority to conduct these studies would expire seven years after enactment.
