Show full summary
  • Veterans: The review focuses on clinical effectiveness across diverse veteran populations and whether AI tools improve care, reduce wait times, or cut duplicative services.
  • Clinicians and staff: Evaluations must check integration with electronic health records, impacts on workflows and staffing, usability, training needs, and safeguards that let clinicians override AI recommendations.
  • VA administrators and procurement: The study would assess governance, lifecycle management, data protections, compliance with privacy and cybersecurity laws, and cost and resource stewardship for acquisition and sustainment.
  • Oversight and transparency: Reports must examine performance metrics, bias detection and mitigation, documentation and audibility of models, and scalability including environmental effects when deployed widely.

Independent AI review for VA care

This bill would require the VA Secretary to seek, within 90 days, an agreement with a federally funded research center (an FFRDC) to do an independent review of AI used in clinical care at the Veterans Health Administration. The review would prioritize at least five AI systems that are widely used or pose elevated clinical, operational, or patient-safety risks. The FFRDC would give an unclassified, unredacted report to the Secretary and the House and Senate Veterans' Affairs Committees within one year. The Secretary would have 120 days to send a corrective action plan with specific actions, assigned responsibilities, and deadlines. The Comptroller General would review the evaluation and the corrective action plan and brief the Committees within 180 days after the plan is submitted. The VA would have to provide the Committees the full evaluation and later implementation updates except for classified or legally protected information.
