Analyzed Economic Effects
4 provisions identified: 4 benefits, 0 costs, 0 mixed.
Free STI screening through Indian Health Service
If enacted, the Secretary of HHS would cover, without cost-sharing, screening tests and the administration of tests for HIV, gonorrhea, syphilis, trichomoniasis, and chlamydia for Indians receiving services through the Indian Health Service, including Urban Indian Organizations. This would apply regardless of whether the tests are authorized under the IHS purchased/referred care system. The rule would apply to items and services furnished on or after the first day of the calendar year beginning after enactment.
Free STI tests for military and veterans
If enacted, TRICARE beneficiaries would be entitled to screening tests and administration for HIV, gonorrhea, syphilis, trichomoniasis, and chlamydia when such testing would be covered under section 2713(a)(1) of the Public Health Service Act. TRICARE Prime and TRICARE Select could not impose cost-sharing for those tests. If enacted, the Department of Veterans Affairs would have to furnish the same tests at VA medical facilities and could not require copayments from enrolled veterans. These TRICARE and VA rules would take effect on January 1 of the year following enactment.
Medicare Advantage no-cost STI screening
If enacted, Medicare Advantage plans that offer Part B benefits would have to offer screening tests and the administration of tests for HIV, gonorrhea, syphilis, trichomoniasis, and chlamydia as Part B preventive services when such testing would be covered under section 2713(a)(1) of the Public Health Service Act. This requirement would apply to plan years beginning after enactment.
No-cost STI tests for Medicaid and CHIP
If enacted, Medicaid would have to cover screening tests and the administration of tests for HIV, gonorrhea, syphilis, trichomoniasis, and chlamydia when such testing would be covered under section 2713(a)(1) of the Public Health Service Act. States could not impose cost-sharing for those tests in Medicaid. For CHIP, the same coverage and ban on cost-sharing would apply to calendar year quarters beginning one year after enactment. States may get extra time to comply if new state legislation (other than appropriations) is required.
