  • Appropriations and agencies: It would stop any federal department or agency from obligating or spending funds to start or sustain U.S. forces in hostilities that would violate the Resolution.
  • Defense planning: The Department of Defense and other agencies could face blocked funding for deployments or continued operations that do not meet the Resolution's requirements, affecting how missions are funded and sustained.
  • Emergency response: The bill creates two express exceptions. Funding may be used if there is a national emergency from an imminent attack on the United States or an imminent attack on an ally or partner, allowing rapid response in those cases.

Limits federal funding for military hostilities

This bill would bar any federal department or agency from using federal funds to send U.S. Armed Forces into hostilities. It would also bar using funds to send forces into situations where imminent involvement in hostilities is clearly indicated, or to keep forces in such hostilities, when that would violate the War Powers Resolution. Two exceptions are allowed: a national emergency from an imminent attack on the United States, its territories or Armed Forces, and an imminent attack on an ally or partner. The restriction would take effect upon enactment.
