Providing for consideration of the joint resolution (H.J. Res. 143) enabling Congress to advance important policies.

Sponsored By: Representative McGovern, James P. [D-MA-2]

Introduced

Summary

Streamline House consideration of H.J. Res. 143. This rule would sharply limit debate and amendment opportunities while waiving many procedural objections to speed the measure through the House.

Show full summary
  • House members would face tight floor limits: debate is capped at one hour split between the majority leader and minority leader or their designees, and only one motion to recommit is allowed.
  • The ranking minority member of the Committee on Rules would be allowed to submit an amendment in the nature of a substitute printed at least one day before consideration; that substitute would be treated as adopted and if multiple are submitted only the last would count.
  • All points of order against the joint resolution and its provisions would be waived, reducing chances for procedural challenges by Members.
  • The rule would also exclude clause 1(c) of House Rule XIX and clause 8 of House Rule XX from applying to consideration, and it would require the Clerk to transmit a message to the Senate within three calendar days after passage.
