Prohibiting the distribution of Chinese Communist Party-controlled publications within House facilities, and for other purposes.
Sponsored By: Representative Hamadeh, Abraham J. [R-AZ-8]
Introduced
Summary
Blocks Chinese Communist Party–controlled publications from official distribution inside House facilities. The resolution would direct the House Chief Administrative Officer to stop accepting, distributing, or delivering China Daily and any publication that must register under the Foreign Agents Registration Act and is owned, controlled, or directed by the Chinese Communist Party or its affiliates. It would ban use of internal House mail for those publications across the House wing and all House office buildings and require offices be notified. The text preserves private receipt by Members and staff, public or research access, and Library of Congress collection.

Ban Chinese Communist Party Publications in House
If adopted, the resolution would tell the House Chief Administrative Officer to stop accepting or distributing China Daily and other Chinese Communist Party-controlled publications inside the House wing, any House Office Building, or other House-owned facilities. It would bar using the internal House mail system to deliver those publications. It would define a "Chinese Communist Party-controlled publication" as a publication that must register under the Foreign Agents Registration Act and is owned, controlled, or directed by the Chinese Communist Party or its affiliates. It would still allow Members and House staff to receive such publications privately. Public or research libraries could still provide access, and the Library of Congress could still collect them. These rules would take effect immediately upon adoption of the resolution.
