Show full summary
  • Members: Affected Members would have to appear in the House well while the Clerk reads their name, the payment amount, and whether they have repaid. The public reading must occur at least 14 days after the Clerk receives the report and at the earliest available date after the Member says they are available.
  • Former Members: Former Members would be denied entry to the Hall of the House and related rooms until they complete reimbursement. After repayment they must follow the same reporting steps to regain access and the Clerk must help restore privileges.
  • Reporting and access: The Office of Congressional Workplace Rights must give a report to the Committee on House Administration. The Committee must immediately transmit the report to the Clerk and provide copies to each affected Member and former Member and a list to the Sergeant-at-Arms.
  • Enforcement: A Member who gets the report and fails to comply within 30 days would be barred from committee activities and other duties until they comply as determined by the Speaker or party leaders. Continued noncompliance triggers notifications to leaders and may lead the Committee on Ethics to investigate or act.

Public disclosure of Member reimbursements

If adopted, the resolution would require the Office of Congressional Workplace Rights report to go to the Committee on House Administration. The Committee would immediately give the report to the Clerk and copies to each Member and former Member who must repay Treasury amounts, and to the Sergeant-at-Arms. The Clerk would, in the House while it is in session, read each named Member's name, the payment amount, whether repayment is complete, and the related report information. That reading could not happen earlier than 14 days after the Clerk gets the report and would be scheduled at the earliest date after the Member says they are available. If a Member does not appear within 30 days after getting the report, the Member would have to stop committee activities and certain leadership duties until they comply, and the Clerk would notify House leaders and committee chairs. The Committee on Ethics could treat allegations of noncompliance or material deception as a separate matter to investigate. A former Member who owes repayment would be denied entry to the Hall of the House until they repay; admission may be restored after repayment if the former Member completes the public-reading steps with Clerk help. For this resolution, "Member" would include a Member, a Delegate, or a Resident Commissioner of the House.
