Honors the 51st anniversary of Black April and the Fall of Saigon. Recognizes the evacuation of tens of thousands of Vietnamese refugees through operations like Frequent Wind, Operation Babylift, Operation New Life, and Operation New Arrivals, recalls 1975 U.S. refugee funding that aided resettlement, acknowledges the service and sacrifice of U.S. and South Vietnamese forces, remembers more than 58,000 U.S. and 260,000 South Vietnamese soldiers, celebrates the contributions of over 2.3 million Vietnamese Americans, and affirms U.S. support for democracy and human rights in Vietnam.
