Mandatory classified training for House

This resolution would require counterintelligence and classified-information protection training for every House Member, officer, and employee who gets classified access. The Sergeant-at-Arms would administer the program and the Committee on House Administration would issue rules within 90 days after adoption. Covered people would include Members (including Delegates and Resident Commissioners), fellows, and detailees treated as House employees. Each covered person would have to finish training and file a certificate within 90 days after the relevant triggering date (90 days after Committee certification for those serving when certified, or 90 days after a person first becomes a Member, officer, or employee). For the One Hundred Nineteenth Congress, the deadline for those serving when certified would be 90 days after adoption. The Committee could set different deadlines for fellows and those who start near the end of a Congress. If someone misses the deadline, Members would be barred from classified information until they complete training and file a certificate; officers and employees would be barred until 180 days after they complete training and file.
