- Chapter 61 disability retirees with fewer than 20 years of service who qualify for Combat-Related Special Compensation (CRSC): would become eligible to receive both veterans' disability compensation and retired pay at the same time.
- Veterans whose retired pay was reduced by offsets under 38 U.S.C. 5304 or 5305: the bill would prevent those offsets from reducing the retired pay of eligible combat-related disabled retirees.
- Timing for recipients and pay systems: the change would take effect on the first day of the first month after enactment and apply to payments for months beginning on or after that date.

More pay for some disabled retirees
This resolution would expand concurrent receipt for some disabled military retirees. If adopted, retirees retired under chapter 61 with fewer than 20 years of creditable service who are eligible for Combat-Related Special Compensation (CRSC) would no longer have their retired pay reduced under current VA offset rules (38 U.S.C. 5304 and 5305). The bill would also make technical, conforming changes to the concurrent-receipt rules and end the remaining phase-in language. The changes would take effect on the first day of the first month after the law is enacted and apply to payments for months starting that month or later.
