119-hres-134119th Congress

Providing for consideration of the bill (H.R. 185) to advance responsible policies.

Sponsored By: Representative McGovern, James P. [D-MA-2]

Introduced

Summary

Fast-tracks H.R. 185 by waiving points of order and sharply limiting debate. This rule would allow immediate House consideration of H.R. 185 and waive all points of order against the bill. It would permit an amendment in the nature of a substitute if printed at least one day before consideration and would treat a substitute submitted by the ranking minority member of the Committee on Rules as adopted. If multiple such substitutes are filed only the last would be treated as adopted. The bill, as amended, would be considered as read. Debate would be limited to one hour equally divided between the majority and minority leaders and only one motion to recommit would be in order. The rule voids Clause 1(c) of House Rule XIX and Clause 8 of House Rule XX for consideration of H.R. 185 and would require the Clerk to transmit a message to the Senate within one week of passage.
