Constituent Casework Continuity Resolution

Sponsored By: Representative Blair, Everton [D-GA-13]

Introduced

Summary

Creates a centralized House Constituent Casework System (House CCS) to track, archive, and share constituent service requests. It would require each Member to designate a constituent casework archivist and let constituents issue data control directives about how their information is handled.

Show full summary
  • Families and constituents: Members would have to log a constituent’s contact, a clear description of the request, and any supplied forms within one week. Constituents could submit a data control directive to set handling instructions for their information.
  • Members and staff: The Chief Administrative Officer would operate the House CCS and each Member must name a constituent casework archivist to submit and update records until a final disposition.
  • Clerks and successors: A uniform authorization form would let constituents authorize help by the Member, a successor, or the Clerk. The Clerk may access records during a vacancy and Members representing the same district can access another Member’s record for shared constituents.
  • Records and privacy: Records must be updated until a termination condition is met and deleted no later than one year after final disposition. Final disposition entries must state whether the data control directive was followed.
