Bill Overview
Analyzed Economic Effects
4 provisions identified: 1 benefits, 1 costs, 2 mixed.
Committee budgets set with session caps
The House sets two-year budgets for each committee, covering operations and all staff pay. Examples: Judiciary $30.25 million, Oversight $30.651 million, Energy and Commerce $28.8 million, Ways and Means $26.6 million, Armed Services $25.977 million. For the first session (noon Jan 3, 2025 to just before noon Jan 3, 2026) and the second session (noon Jan 3, 2026 to just before noon Jan 3, 2027), each committee also has a session cap. A committee cannot spend more than its listed limit for that session.
Reserve fund for unexpected committee costs
The House creates a $4 million reserve for unplanned committee expenses in the 119th Congress. $2 million is available in the first session (noon Jan 3, 2025 to just before noon Jan 3, 2026). $2 million is available in the second session (noon Jan 3, 2026 to just before noon Jan 3, 2027). The Committee on House Administration must approve any allocation before money is paid out.
House sets spending and voucher rules
All spending under this resolution follows rules set by the Committee on House Administration. Payments must be made on vouchers authorized by the committee and signed by its chair. Voucher approvals occur in the manner the Committee on House Administration directs.
House can adjust committee budgets
The Committee on House Administration can change committee budget amounts to match a presidential sequestration order or a change in appropriations. This keeps committee budgets aligned with higher-level budget laws. It can also lower available funds when automatic cuts or new limits apply.
