BRIDGE to Congress Resolution

Sponsored By: Representative Perez, Marie Gluesenkamp [D-WA-3]

Introduced

Summary

Removes the committee chair's gatekeeping over remote witness testimony in House committees. This bill would amend Section 3(i)(1) of House Resolution 5 by striking the phrase "at the discretion of the chair of the committee and", so witnesses could appear remotely without needing explicit chair approval.

Easier remote testimony in House hearings

If adopted, this resolution would remove the words "at the discretion of the chair of the committee and" from Section 3(i)(1) of House Resolution 5 (agreed January 3, 2025). Today, that phrase ties remote witness appearances to the chair’s approval. Striking it would allow remote testimony under that rule without the chair’s sign-off. This would take effect upon adoption and only applies to that subsection.
