Change day counting for emergency votes

If adopted, this resolution would change how days are counted for two House votes to end national emergencies. Days during the first session would count as calendar days for the joint resolutions that would end the emergencies declared Feb 1, 2025 and Apr 2, 2025. It would do this by striking section 4 of H.Res.211 and section 2 of H.Res.313. Each change would take effect retroactively as if included when those House resolutions were agreed to on March 11, 2025 and April 9, 2025. This could make those emergencies end sooner or later depending on the new day count.
