Passed House

Summary

Fast-tracks House consideration of two Congressional Review Act disapproval resolutions. It clears the floor for votes on a joint resolution targeting an Office of the Comptroller of the Currency rule about Bank Merger Act application reviews and a joint resolution targeting an Environmental Protection Agency rule that reclassifies some major air pollution sources as area sources under Clean Air Act section 112. The resolution waives points of order, treats each joint resolution as read, limits debate to one hour split between committee leaders, allows one motion to commit, and waives a timing rule to speed consideration of an associated reconciliation measure through May 23, 2025.

Faster floor action on reconciliation rules

The House waives the rule that needs a two‑thirds vote to take up a Rules Committee report the same day. The waiver applies only to resolutions tied to a measure for reconciliation under title II of H. Con. Res. 14. It applies through the legislative day of May 23, 2025. This allows same‑day floor action on those reports. It does not itself change taxes, benefits, or who qualifies.

Faster House votes on two agency rules

Under this resolution, the House immediately takes up two joint resolutions to disapprove agency rules. They are S.J. Res. 13 (OCC bank‑merger review) and S.J. Res. 31 (an EPA air rule). All points of order against consideration and against provisions are waived. Each measure is considered as read. Debate is limited to one hour, split between the chair and ranking member of the lead committee. Financial Services leads S.J. Res. 13; Energy and Commerce leads S.J. Res. 31. The previous question is ordered to final passage without intervening motions. One motion to commit is allowed. This speeds House votes; any policy effects happen only if Congress enacts those joint resolutions.
