Sponsored By: Representative Meng, Grace [D-NY-6]
Introduced
Summary
Expand access to quality, inclusive education for the poorest and most marginalized children and adolescents worldwide. This resolution would affirm U.S. leadership on global education and call on the Secretary of State and the Administrator of the U.S. Agency for International Development to use diplomatic, humanitarian, and development tools to promote inclusive public education, with special attention to girls, children with disabilities, youth in emergency settings, and other marginalized groups.

- Families and children: Would urge U.S. agencies to focus on the 251 million children out of school and the 3 out of 4 children in low- and middle-income countries who cannot read a simple text.
- Girls and young women: Would prioritize girls because every $1 invested in girls' education can yield up to $2.80 in return and girls are 2.5 times more likely to be out of school in emergencies.
- Children in emergencies and refugees: Would push for education in humanitarian responses, noting about 49 percent of school-aged refugee children were out of school in 2024 and that education reduces risks like child labor and recruitment into armed groups.
- Children with disabilities and marginalized groups: Would call for prioritizing quality, inclusive public education for an estimated 240 million children with disabilities and other underserved populations.
- U.S. programs and partnerships: Would highlight USAID and partners such as the Global Partnership for Education and Education Cannot Wait and recognize USAID programs reached over 44 million learners and provided 3.5 million children with nutritious meals in FY2023.
