A House resolution provides for consideration of H.R. 27 and waives points of order against its consideration. The amendment printed in Part A of the Rules Committee report is treated as adopted and the bill is considered as read. Debate is limited to one hour and split equally between the chair and the ranking minority member of the Committee on Energy and Commerce or their designees. A further amendment printed in Part B may be offered by a designated member. That amendment would be in order without points of order and separately debatable for the time specified in the report. One motion to recommit is allowed.
