Passed House

Summary

Fast-tracked floor rules that limit debate and tightly control amendments. The resolution sets the terms for considering H.R. 7006: the Speaker may move the House into the Committee of the Whole at any time, first reading is dispensed, and points of order are waived. Debate is limited to one hour and split evenly between the Appropriations chair and the ranking minority member. Only amendments printed in the Rules Committee report may be offered under the five-minute rule. Those amendments are considered as read, not subject to further amendment, and not divisible. One motion to recommit is allowed. The Appropriations chair may insert explanatory material in the Congressional Record by January 16, 2026.
