Guardrails on D.C. 2025 local budget

This bill would set the District’s FY2025 local budget to the amounts in the D.C. Local Budget Act of 2024, as amended at enactment. Total operating spending would be limited to those estimates or to the year’s total revenues, with exceptions in D.C. law and this Act. The District would only be able to raise that amount using one-time proceeds for emergency or unplanned needs, and only if a local law approves and reserve rules are met. The Chief Financial Officer would have to allocate funds to follow these limits and would not be allowed to use money raised for capital projects to pay operating costs.
