Summary

Expands U.S. export support to include microenterprises and creative industries. It would define those industries and microenterprises, broaden who can access export programs, and push agencies to improve shipping and tourism outreach.

Show full summary
  • Microenterprises would become eligible for federal export-promotion programs alongside small and medium firms. This gives very small businesses a clearer path to export help.
  • Creative industries and occupations, such as design, crafts, music, visual and media arts, performing arts, language, literature, and Native cultural expressions, would be a recognized export focus. That could steer promotion and trade development toward creators.
  • The bill broadens what counts as Native Hawaiian arts and crafts by replacing "hand made" with "made". More Native Hawaiian products could qualify for export support.
  • The Department of Commerce and the U.S. Postal Service would be asked to connect microenterprises and small exporters to faster, more reliable international shipping.
  • The U.S. Trade and Development Agency would explicitly include creative industries in its focus areas and the Commerce Secretary would be required to add one permanent creative industry representative to the U.S. Travel and Tourism Advisory Board.

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

More export help for microenterprises

If enacted, this would let the U.S. Commercial Service promote exports by microenterprises, small, and medium businesses. It would require agency strategic plans to better assist microentrepreneurs and consider creative industries. It would explicitly include Native Hawaiian-made goods and Native Hawaiian-owned businesses in export help and broaden "hand made or hand crafted" to "made." It would also require Commerce and Postal leaders to consult on faster, reliable international shipping for microenterprises. These changes would take effect upon enactment and do not guarantee funding.

More support for creative businesses

If enacted, this would add "creative industries and occupations" to Trade and Development Agency priorities. It would create a statutory definition of "creative industry or occupation" and list subsectors like design, crafts, music, and visual arts. It would also require the Commerce Secretary to appoint a creative-industry representative to the Travel and Tourism Advisory Board. These changes would take effect upon enactment and do not guarantee funding.

Definition of Native American culture

If enacted, this would define "Native American" culture by referencing the Native American Languages Act. Agencies would use that definition when applying this bill to cultural and creative expressions. The change would take effect upon enactment.
