Sponsored By: Senator Crapo, Mike [R-ID]

Introduced

Summary

Expand who can certify and speed certification for Technical Service Providers (TSPs). This bill would direct USDA to approve qualified nonfederal certifying entities, create an expedited path for specialty-certified providers, require payment parity with USDA technical assistance, and increase public transparency.

  • Third-party providers: Private businesses, Indian tribes, and nonprofits would have clearer, faster routes to become certified TSPs. The bill would require a streamlined certification path for specialty credentials and asks USDA to set that process within 180 days.
  • Nonfederal certifying entities: Agricultural retailers, cooperatives, professional societies, and similar groups could be approved to certify TSPs. USDA must decide on approval within 40 business days and review certifications from those entities within 10 business days.
  • Payments and transparency: TSPs would be paid fair and reasonable amounts equal to but not exceeding USDA technical assistance rates, with adjustments for equipment, travel, and training. USDA must publish ongoing information on funds obligated to TSPs, certification counts, and estimated staff hours saved, with initial reporting tied to the new process within 1 year.

More certified conservation providers for farmers

If enacted, this bill would require USDA to create a unified certification system for third‑party technical service providers who help farmers with conservation. USDA would have 180 days to set up certification paths run by USDA, approved State agencies, or approved non‑Federal certifying entities including private companies. The Secretary would have to approve non‑Federal certifying entities within 40 business days. After a certifier says a provider is certified, USDA would have 10 business days to review and, if satisfactory, add the provider to the registry. Approved non‑Federal certifying entities would need to assess provider skills and give training and continuing education. USDA would also have to provide a streamlined certification path within 180 days for providers with specialty credentials (for example, Certified Crop Advisor or a professional engineer).
