Show full summary
- Employees: Moves or redelegations that affect more than the lesser of 5 percent or 100 employees outside the commuting area would trigger the required analysis. This targets relocations that shift a significant share of jobs.
- Agencies: Agencies would have to follow the economic and social science principles in Office of Management and Budget (OMB) Circular A-4 as in effect on September 17, 2003. Analysis reports must quantify expected outcomes, explain how they will be measured, include employee engagement plans, list stakeholders, provide timelines, staffing and resourcing strategies, and assess mission impacts and risks.
- Inspectors general, Congress, and the public: Agency inspectors general would review unredacted reports and must send findings to Congress within 90 days of submission. Agencies must publish versions of the reports for the public that omit proprietary or confidential information.

New review rules for federal employee relocations
If enacted, the bill would create new review steps for certain federal agency relocations. A "covered relocation" would mean moves that affect more than the lesser of 5% or 100 employees. It would also include moves that place jobs outside workers' commuting areas or move them to another agency. Before sending a proposal to OMB or another reviewer, the agency would do a benefit‑cost analysis following OMB Circular A‑4 (as of Sept 17, 2003). The agency would give an unredacted report to its inspector general, who must review it and report findings to Congress within 90 days. Agencies would post a public redacted version, and the bill would not remove other existing legal duties about relocations.
