Volunteer Driver Tax Appreciation Act of 2025

Sponsored By: Senator Klobuchar, Amy [D-MN]

Introduced

Summary

Aligns volunteer driving mileage for charities with the standard business mileage rate. The Volunteer Driver Tax Appreciation Act of 2025 would keep a 14-cent per mile baseline for general charitable mileage and create a separate category for miles spent transporting people or property for qualifying charities. For that category the Secretary would set the deductible rate and it could not be less than the standard business mileage rate used for business travel.

  • Volunteer drivers: Could get a larger tax deduction for rides or deliveries because transport miles would be eligible for a rate at least equal to the business mileage rate.
  • Charitable organizations: Groups that rely on volunteers for rides or deliveries may find it easier to recruit and retain drivers if those miles are more valuable on tax returns.
  • Taxpayers who itemize: All other charitable mileage stays at 14 cents per mile and the change would apply to tax years beginning in 2025.

Higher deduction for volunteer drivers

This bill would change the charitable mileage deduction for tax years beginning after December 31, 2024. If enacted, you could deduct 14¢ per mile for charitable driving that does not carry people or property. If you drive other people or transport property for a qualifying charity, the Treasury Secretary would set a separate per-mile deduction. That Secretary-set rate could not be less than the IRS standard business mileage rate (the rate used for sections 162 and 212). You must itemize and claim section 170(i) to use this deduction.
