Analyzed Economic Effects
3 provisions identified: 3 benefits, 0 costs, 0 mixed.
Ban foreign and straw donations
If enacted, Inaugural Committees would be barred from soliciting or accepting donations from foreign nationals. People could not donate in another person's name or knowingly let someone use their name to donate. The bill would use the Federal Election Campaign Act meaning of 'foreign national.' It would also bar using donations to pay a person's unrelated personal obligations.
Leftover inaugural funds to charities
If enacted, an Inaugural Committee would have to disburse any remaining donated funds to a 501(c)(3) charity within 90 days after the Presidential inaugural ceremony. The Federal Election Commission could extend the 90 days if the committee asks. If extended, the committee would file a supplemental report by the extension's last day. The rule would take effect upon enactment.
More reporting for inaugural spending
If enacted, Presidential Inaugural Committees would have to publicly report any disbursement of $200 or more. Reports would show recipient name and address, the date, the total amount, and the purpose. This would cover payments made after the inaugural period. The rule would take effect upon enactment.
