Remove under-hood test for school bus drivers

This bill would permanently remove the under-the-hood part of the pre-trip inspection skills test for a defined class of school bus drivers. The exemption would preserve the exact terms in the December 2, 2024 Federal Register notice (89 Fed. Reg. 95348) including paragraphs 2–6 of section VII.B. (89 Fed. Reg. 95351). If enacted, the change would apply only in States that participate in the exemption framework. For six years after enactment, participating States would have to send an annual report to the Secretary of Transportation saying how many drivers obtained a commercial driver's license under the exemption.
