- Claimants (veterans and survivors) would benefit from recommendations to make benefit notices clearer, better organized, and more concise so decisions are easier to understand.
- The Department of Veterans Affairs would have to seek an assessment within 30 days and begin implementing compliant recommendations soon after receiving the report, finishing implementation within one year. This aims to reduce paper consumption and federal costs.
- Veterans service organizations and veterans advocates would be formally included as "covered entities" in consultations, giving them a role in shaping clearer notices.

Clearer VA notices for claimants
This bill would require the VA to hire a federally funded research and development center within 30 days to review notices sent to claimants. The review would look for ways to cut paper use and federal costs and to make notices clearer, better organized, and shorter. Within 90 days after getting the review, the VA would send it to the House and Senate Veterans' Affairs Committees and start implementing recommendations that fit VA law. The VA would have to finish those changes within one year after starting. The review must be done with veterans groups, legal experts, and survivor advocates and would use the law's meanings of "claimant" and "notice."
