Moab UMTRA Project Transition Act of 2025

Sponsored By: Senator Curtis, John R. [R-UT]

In Committee

Summary

Local transfer of the Moab UMTRA site and key water infrastructure to Grand County would happen only after the Department of Energy determines cleanup is complete enough for land conveyance. The bill ties free conveyance of the Moab site, the Green River pipeline, pump stations, and the Crescent Junction holding pond to meeting remediation milestones while preserving federal cleanup rights and conditions.

Show full summary
  • Grand County officials would receive the Moab site at no cost but could not transfer it to private or nonprofit entities. This gives the county control of the land while limiting future ownership changes.
  • The Grand County Water Conservancy District would receive the Green River pipeline, associated pump stations, diesel pumps, easements, and the Crescent Junction holding pond at no cost. The infrastructure must be used to address water deficits in communities the District serves.
  • The federal government would keep water rights and access needed to finish groundwater remediation and may impose additional terms to protect U.S. interests. Conveyances are conditioned on achieving remedial action completion status and subject to regulatory protections under the Uranium Mill Tailings Radiation Control Act.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Moab site land given to Grand County

If enacted, the Secretary of Energy would convey at no cost all U.S. rights, title, and interest in the Moab UMTRA site to Grand County, Utah after determining that remedial action completion status sufficient for land conveyance has been achieved (in consultation with regulators). The conveyance would be subject to regulatory and health-and-safety restrictions (including protections under UMTRCA and 40 C.F.R. part 192). The Secretary must retain any water rights and access needed to carry out remaining groundwater remediation or other UMTRCA responsibilities and may add other terms to protect U.S. interests. The conveyance would bar Grand County from reconveying the land to a private entity or nonprofit.

Water infrastructure to Grand County district

If enacted, the Secretary of Energy would convey at no cost the Crescent Junction water infrastructure to the Grand County Water Conservancy District once the required cleanup status is reached. The transfer would include the pipeline from the Green River extraction site to Crescent Junction, pump stations and diesel pumps, related easements and rights-of-way, and the holding pond. The Secretary could keep any water rights strictly necessary to finish groundwater remediation or other UMTRCA responsibilities. The conveyance would require the District to use the assets to address water deficits in communities it serves and would bar transfer of those assets or rights to a private entity or nonprofit.
