New rules for peer support workers
If enacted, this bill would create an Office of Recovery at SAMHSA to grow peer support services and workforce capacity. The Office would start on the date of enactment and be led by a Director with lived recovery experience. The bill would define who counts as a peer support specialist and require state or HHS-approved certification. Peer support services would be expected to follow national practice guidelines and SAMHSA core competencies. OMB would add a peer support job category by January 1, 2026. HHS and the Attorney General would publish a report within one year on criminal background checks and give recommendations to reduce barriers. Certification and training requirements could help standardize the job but may also cost time or money for some people.
