Every State Counts for Veterans Mental Health Act

Sponsored By: Senator Cramer, Kevin [R-ND]

Introduced

Summary

Increase geographic equity in VA suicide-prevention grants. This bill would change how the Department of Veterans Affairs scores and prioritizes applicants for the suicide-prevention grant program under the Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019. It adds a rule to give priority to eligible entities in states that have applied but not yet received a grant and to give a scoring preference to all applicants in a state until at least one award is made.

Show full summary
  • Veterans and their families in states without prior awards would have a higher chance that local suicide-prevention projects get funded.
  • Local providers and veteran-serving organizations in those states would be prioritized in review and receive a scoring advantage until a first grant is awarded in their state.
  • The change applies only to Section 201(d) of the 2019 Act and adjusts grant scoring and prioritization procedures to promote broader geographic coverage.

More VA suicide-prevention grants for states

This bill would change how the VA scores and prioritizes suicide-prevention grants. The VA would favor eligible applicants in States that have applied but not yet received a grant. If no entity in a State has ever received a grant, all applicants from that State would get a scoring preference until at least one local applicant wins a grant. The bill would not add new funding and would take effect upon enactment.
