  • Indian Tribes and Native Hawaiian organizations would get formal roles and consultation rights, including two advisory board seats and a required tribal engagement policy developed through consultation within one year.
  • Coastal communities and fishery managers would receive more coordinated support for community vulnerability assessments and research planning as NOAA would build on local work and model successful approaches for other communities.
  • Industry members, non-Federal scientists, and coastal stakeholders would gain an ongoing input mechanism, such as a liaison, standing meetings, or an online platform, to shape research, data, and monitoring for on-the-ground management and adaptation.
  • Underserved populations and entities would be prioritized when NOAA allocates resources for acidification and coastal acidification work.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

More local and Tribal input to NOAA

If enacted, NOAA would expand who gives input on ocean and coastal acidification work. The bill would add two Advisory Board seats for Tribes and Native Hawaiian organizations and change appointment wording to include Indigenous representation. NOAA would be required to keep an ongoing way to get local input, such as a liaison, meetings, or an online platform. Within one year after the board is set up, the board would start and maintain a Tribal engagement and coordination policy and must consult Tribes when making it.

Updated definitions for Tribal groups

If enacted, the bill would change definitions in the ocean acidification law. It would define "Indian Tribe" by cross-reference to the Indian Self-Determination Act and define "Native Hawaiian organization" by cross-reference to the NATIVE Act. It would add wording before "carbon dioxide," and define "Subcommittee" and "United States" for the Act. These edits clarify who the law covers and how terms are used.
