Show full summary
The bill would set new rules for how funds are awarded and require nondirective pregnancy counseling at funded clinics.
- Clinics: New funding would support day-to-day Title X grants and contracts and pay for construction, renovation, and equipment to strengthen clinic sites.
- Patients: Clinics that get money must offer nondirective pregnancy counseling and present three options after a positive pregnancy test: prenatal care and delivery; infant care, foster care, and adoption; and pregnancy termination. Neutral information and referrals must be provided on request.
- Community providers: Recipients could not block an entity from participating in a subaward program for any reason other than that entity’s inability to provide Title X services, which aims to keep subawards open to eligible providers.
*Would authorize appropriations including $512 million for Title X grants and $50 million for clinic infrastructure for fiscal years 2026–2035, increasing federal outlays by those amounts.*

More funding and rules for family planning
If enacted, the government would create a Title X Clinic Fund run by HHS. It would provide $512 million each year for Title X grants and contracts and $50 million each year for clinic infrastructure from fiscal year 2026 through 2035. The money would remain available until spent. Clinics that get this money would have to offer nondirective pregnancy counseling and neutral information on prenatal care and delivery; infant care, foster care, and adoption; and pregnancy termination, with referrals on request. Recipients making subawards could not exclude entities from participating except if the entity cannot provide the required Title X services.
