Bill Overview
Analyzed Economic Effects
2 provisions identified: 1 benefits, 1 costs, 0 mixed.
Cuts $2B from USAID funding
If enacted, the bill would permanently cancel $2 billion in unused USAID money. The rescission applies to the unobligated balance of amounts made available to USAID. That would reduce funds available for USAID programs, grants, and contracts. Organizations, contractors, and program beneficiaries that would have relied on those unobligated amounts could lose funding.
More VA funding for State homes
If enacted, $2 billion would go to the VA to help states build or fix State veterans nursing homes. The money could be used to acquire, construct, remodel, modify, or alter hospital, nursing home, and domiciliary facilities in State homes for veterans. Grants would be made under existing VA grant law (38 U.S.C. 8131–8138). The appropriation would remain available until spent. Veterans who use State Veterans Homes could see increased capacity or improved facilities, and states and local builders could get grants and contracts.
