119-s-1432119th Congress

West Coast Ocean Protection Act of 2025

Sponsored By: Senator Padilla, Alex [D-CA]

Introduced

Summary

Permanently bans oil and gas leasing on the Outer Continental Shelf off California, Oregon, and Washington. This bill would add subsection (q) to Section 8 of the Outer Continental Shelf Lands Act and bar the Secretary from issuing any lease or other authorization for exploration, development, or production in the Washington/Oregon, Northern California, Central California, and Southern California planning areas. Those planning areas match the areas shown in the Bureau of Ocean Energy Management's 2024–2029 leasing program. The bill's title and text indicate the prohibition is meant to be permanent.

Ban on West Coast offshore leasing

This bill would permanently ban new oil and gas leases and other authorizations in four West Coast outer continental shelf planning areas. The areas are the Washington/Oregon, Northern California, Central California, and Southern California planning areas as shown in BOEM's 2024–2029 proposed final program (published Sept. 29, 2023; 88 Fed. Reg. 67798). If enacted, the ban would take effect upon enactment and the Secretary of the Interior would not be able to issue any lease or other authorization for exploration, development, or production of oil or gas in those areas. Companies that had sought leases there would be barred, which would affect energy firms and related jobs, while coastal communities would see environmental and community protections.
