New reporting for foreign subawards

If enacted, the bill would add clear definitions and new reporting rules for federal subawards that go to foreign parties. It would define "subaward" to include awards that pass from a prime recipient to a subrecipient and from a subrecipient to another subrecipient, but not payments to program beneficiaries. A "covered subaward" would mean any such subaward of any dollar amount made to an entity in a "foreign country of concern" or a "foreign entity of concern" as defined in federal law. The bill would require recipients of covered subawards to disclose the same data that FFATA now requires for subawards. It would also require the Director who manages FFATA data to issue guidance within 90 days after enactment to set consistent data and reporting standards for agencies, prime recipients, and covered subaward recipients.
