NASA would buy and share satellite data

If enacted, NASA would set up a program to buy commercial Earth observation data and images. The program would share that data with researchers and other federal users to support science and education. NASA would try to buy from U.S. companies when possible. NASA would set license terms so more people outside NASA-funded projects can use the data. The terms would not block publishing the data or results in scientific papers. NASA would report to Congress within 180 days and every year after with vendor lists, license terms, and how the data supports research. Reports would also note who can use the data, such as federal workers, contractors, or others. A "U.S. vendor" would mean a company or nonprofit incorporated in the United States.
